Resource Sharing Framework: Operational Plan Between VCE and MVIT

To establish the Integrated Teacher Education Programme (ITEP) by merging Venkateswara College of Education (VCE) with Manakula Vinayagar Institute of Technology (MVIT), an efficient resource-sharing framework is established. National Council for Teacher Education (NCTE) notification guidelines (Appendix-15, point 6.3) explicitly permit the sharing of existing physical, academic, and administrative resources across departments and institutions to fulfill teacher education requirements.

This framework outlines the operational plan for sharing physical infrastructure, laboratories, faculty, libraries, and common campus amenities between VCE and MVIT.

1. Physical Infrastructure & Land Area Sharing

  • Land & Built-Up Space Compliance: NCTE norms require showing a minimum of 3,000 sq. mts. of land area inclusive of 2,400 sq. mts. of built-up space exclusively for the ITEP program (3 units). The VCE campus provides 4,046.85 sq. mts. of land with 3,560.43 sq. mts. of built-up area, satisfying these requirements.
  • Classroom & Administrative Allocation: Dedicated classrooms, faculty rooms, and administrative offices for the newly formed Department of Education are housed within the existing VCE infrastructure.

2. Laboratory & Technical Resource Sharing

To comply with multidisciplinary environmental standards without duplicating heavy capital assets, specialized laboratories are shared:

  • Science Laboratories: Physics and Chemistry practical sessions for ITEP students utilize the science and engineering laboratories available at MVIT.
  • Computer Science & ICT Infrastructure: Computer lab resources, internet connectivity, and digital learning tools at MVIT are shared to train teacher-candidates in modern educational technology.
  • Scheduling & Access Control: A coordinated timetable is established between MVIT and the Department of Education to ensure dedicated slot allocations for ITEP students during practical hours.

3. Library & Learning Resource Sharing

  • Centralized Library Access: ITEP student-teachers and faculty members are granted access to MVIT’s central library resources, including reference textbooks, international journals, digital databases, and e-learning portals.
  • Pedagogical Collection Integration: Education books, encyclopedias, and teaching-learning materials housed at VCE are integrated into the overarching digital and physical library system to ensure comprehensive coverage of educational studies and subject pedagogies.

4. Common Amenities & Campus Facilities

  • Auditorium & Event Spaces: Large-scale academic events, workshops, seminars, cultural functions, and teacher education activities utilize MVIT’s existing large-capacity auditorium and seminar halls.
  • Sports & Physical Education: Outdoor playgrounds, indoor sports complexes, and athletic amenities at MVIT are shared to support the physical education components of the ITEP curriculum.
  • Transport & Utilities: Common utility networks, power backup systems, campus security, and student transport fleet through buses are collectively utilized to maximize operational efficiency.

5. Faculty & Academic Resource Pooling

  • Inter-Disciplinary Teaching: In alignment with the multidisciplinary spirit of NEP 2020 and NCTE norms, foundational liberal discipline courses draw upon expert faculty from MVIT’s science and humanities departments.
  • Core Education Staff: Dedicated Department of Education faculty—including the Head of Department, Educational Studies specialists, and Subject Pedagogy experts—are structured in compliance with the NCTE faculty-student ratio matrix.
